These specific freedoms include immigration rights and First Amendment freedoms. Additionally, these groups call the definition of "terrorist" rhetoric arbitrary in nature, which coincidentally criminalizes innocent citizens. Regarding immigration, these groups request "only definite detention" for those found to be breaching immigration laws after standard "legal procedures" have been taken. Working for the State Department for more than sixty years, George Lister was the first human rights officer in the Bureau of Inter-American Affairs. Thus, these manuscripts were in a collection of his papers at the LLILAS Benson Latin American Collection, because Lister worked extensively on Latin American human rights issues.
