The Chile-Texas exchange program
Description
Between the years of 1959 and 1967 the University of Texas had an extensive exchange program with Chile. The exchange program was ended when Chile began experiencing political turmoil that resulted in a CIA backed coup leading to a decades long repressive dictatorship under Augusto Pinochet. Alice Embree wrote about a reunion between some members of the program after it had come to an end in an article published in 1984 in the Texas Observer. According to Embree, a man named Federico Willoughby who was both a participant of the exchange program and later a central member of Pinochet’s military junta was in attendance that night. She describes an atmosphere that attempted to celebrate Chilean culture but neglected to address the current crisis facing the country as millions were affected by Pinochet’s violent regime.
